Same issue here. I bought the Ultimate edition, but the Shared Inventory Slot and Max Level 80 Boost have not arrived. (The 4000 gems also haven't arrived, but I saw that they said it may take up to 72 hours for delivery.) Been trying to submit a ticket but every time I try it says I'm not logged in.

That being said, you can also acquire celestial gear in other ways, if you feel that it’s a waste to boost an already-level 80. Kriegotter22. • 2 yr. ago.
The GW2 community has been declining, and I think that level 80 boosters are a big reason. For newbies who don't know better, they will boost to level 80 and flounder around, not knowing what to do with their plethora of new skills, or how to fight monsters, or how to dodge and move and crowd control and follow mechanics.
Regardless of lvl it will boost you to lvl 80 and give you Exotic Celestial lvl 80 gear, considering Celestial is a bit harder to grind it might be an idea to use it on a class that benefits from it. If you want you could use it on a level 79 character to boost you to 80 and still get the gear.

This question comes up every now and then. I recommend boosting a character to 80. There are several reasons for this. The armor and bags you get are more useful now than later. It is almost guaranteed that when you reach Level 80, you will not use the same weapons, skills and traits that you used on the way up to 80.

Guild Wars has effective levels, which means your level will be changed to match the zone your in. So you can continue to do sub 80 zone after you boost. The only difference is you'll be able to try out all your basic game skills. it's up to you in the end, but it doesn't mean you can't learn how to play if you use it.
I agree with the sentiment though I think it would be better to make 'Levels' a wallet currency, where all level boost items simply feed into that currency. Implement a vendor which trades that currency for the boost level you want, so you can just purchase a Level 80 boost, or Level 60 boost or whichever you choose.

If you get a box/bag of loot, opening it on a level 80 character will have it drop level 74-80 loot. Doing so on a lowbie character will result in lowbie loot. Many players like to open bags on a level 50 character for the materials, for example.
