Yeah I tried it a few times on my machines running both windows me and 98se and the game runs just fine. The game engine is quite similar to the one used on vice city so it makes sense. Biggest diference is that SA plays terribly on dx7 gpus while vc works fine. They just recommend you to play it under windows 2000 at least.
